AI agent governance · The governed write path

Every action, answerable.

elan1 is the governed write path for AI agents, built by ELAN1 AGENTIC TECHNOLOGIES PRIVATE LIMITED in Tamil Nadu. Every consequential action an agent proposes is checked against your rules, approved by a named person where your rules ask, and written to a tamper-evident, hash-chained proof record. A refusal costs 40% of one governed action.

Available now: elan1 Govern, elan1 Work, elan1 Decide and elan1 Run.

The problem

Agents can now write to the systems that run your business.

An agent that drafts an email saves time. An agent that posts a journal entry or changes a claim commits your business. Your auditor will not ask what the model said. They will ask three questions.

  1. Who allowed it?
  2. Under which rule?
  3. Where is the record?

elan1 answers all three on the write itself: a named approver, a versioned rule, and a 16-field record.

The one rule

A model may produce a write intent. It may never produce an allow.

That sentence is the design. An agent, a decision model or a third-party tool can propose a typed change. Only elan1 Govern can allow it, using versioned rules, not a model. If Govern cannot decide, the change waits for a person. We fail toward a human, never toward an action.

  • No model sits on the allow path.
  • A refusal returns a typed code and still writes a record.
  • A refusal is metered at 0.4 of a governed action.

*Refusal codes are illustrative. Each digest is SHA-256 of seq, write type, outcome and the previous digest: a short illustrative preimage, not the Seal v6 record.

Text equivalent: an agent, a decision model and a third-party tool each propose a write intent. Govern’s gate decides with versioned rules and no model. Only “allow” leaves the gate. A refusal returns a typed code, writes a record and is metered at 0.4 of a governed action.

One write path, four layers

Two layers propose. One carries the work. Only one allows.

elan1 Govern is the control plane. elan1 Work and elan1 Decide propose changes. elan1 Run carries every call under contract. Every consequential write passes through Govern.

How it works · The Right Path

Ask, check, approve, act, record. Every time.

Every consequential change takes the same path, wherever it starts. Five plain steps map onto rungs 0b STOP to 9 METERED. Any rung can refuse.

  1. 01

    Ask

An agent or the Decide router builds a typed write intent. elan1 checks that writes are not stopped, who is asking, and which kind of write this is.

    0b STOP · 1 IDENTITY · 2 WRITE DOOR

  2. 02

    Check

Nine pre-gates (G1–G9) run against your own data. Six of them can never be skipped. Versioned rules then evaluate the change, with no model. A guardrail measures the blast radius.

    3 PRE-GATES · 4 evaluate() · 5 GUARDRAIL

  3. 03

    Approve

The autonomy level decides whether a person must say yes. If one must, a named approver who is not the asker sees the difference, the gates and the policy.

    6 AUTONOMY

  4. 04

    Act

One writer, holding a single-use credential that lasts 10 minutes, makes the change. It goes to a sandbox first.

    7 ACT

  5. 05

    Record

A 16-field record, hash-chained to the one before it, and one governed action counted. A refusal writes a record too, and counts as 0.4 of a governed action.

The record

Every write leaves 16 fields. Never a seventeenth.

Each record is hashed with SHA-256 over a length-prefixed preimage and chained to the one before it. Change a past record and the chain shows it. That is what tamper-evident means at L1.

Checked and recorded by elan1 Govern.

What elan1 stands on

Governed by design. One control plane. Configured for the industry.

  1. 01 · Governed by design

The rule check, the approval and the record sit on the write itself, not in a report afterwards.

  2. 02 · One control plane

One kernel. No product builds its own gates, approvals, proof or meter.

  3. 03 · Configured for the industry

Packs configure Govern for a regulation. ledger1 covers the MCA audit trail, invoice1 covers GST and collect1 covers RBI collections. Each pack is configuration, never new code.

Pricing

Paid per governed action. A refusal costs 40% of one.

Each layer charges for one thing it can count, and nobody pays twice for the same action. There is no per-seat price and no per-token price.

LayerUnitList price
elan1 GovernGoverned action₹1.60 per governed action beyond the L1 allowance. A refusal costs 40% of one: ₹0.64 per refusal at L1.
elan1 WorkCredit₹0.80 per credit beyond the plan allowance, a rendering of governed actions
elan1 DecideDecision₹30 per 1,000 decisions beyond the plan allowance
elan1 RunNode-year₹1,80,000 per node per year; ₹1,80,000 per GPU per year. Capacity, never tokens

All prices are exclusive of GST. GST is added at the applicable rate on the invoice. A Work action that passes through Govern is counted once.
