The Review Console
Unsure cases reach the Review Console with the reason they were routed. The handler sees the question, the answer, the confidence and why it fell below the line.
Insurance
elan1 Decide answers routine claims questions — first notice of loss, document checks, triage — with a stated confidence. Below the threshold, a person decides. No answer changes a record on its own authority.
AI claims triage with elan1 means a model sorts incoming claims by type, completeness and risk with a calibrated confidence. Routine, high-confidence cases move on; unsure or high-value cases go to a claims handler who sees the case and the score. Every decision is kept in the Decision Ledger, and any payout write goes through elan1 Govern.
| Claim | Confidence | Why it was routed |
|---|---|---|
| CLM-specimen-0412Is the claim document set complete? | 0.62 | Below the line (0.80): repair invoice date unreadable |
| CLM-specimen-0419First notice of loss: which cover applies? | 0.71 | Two covers within 0.05 of each other |
| CLM-specimen-0423Triage: route to fast track? | 0.55 | Claimed amount above fast-track limit in the declaration |
A claim-record change from here becomes a write intent. elan1 Govern checks it and binds the decision digest into field F14.

02How it works
First notice of loss: which cover applies? Document check: is the set complete? Triage: fast track or not?
The answer carries how sure it is.
Auto, review, a slower second pass, or hold. Below the threshold, a person decides.
A resolved route becomes a write intent that elan1 Govern checks, records and meters.

No answer changes a record on its own authority. Checked and recorded by elan1 Govern.
Document check: is the claim document set complete?

06FAQ
No. elan1 Decide may answer routine, typed claims questions with a calibrated confidence, but no answer changes a record on its own authority. Any payout or claim-record write goes through elan1 Govern, and above the autonomy ceiling a named claims handler decides.
Unsure, high-risk or high-value cases. The Router sends each answer one of four ways, automatic, human review, a second pass or hold, according to its risk tier and calibrated confidence, and you set the thresholds. Low-confidence answers never act alone.
