A meter is the single unit each elan1 platform charges for: governed actions for elan1 Govern, credits for elan1 Work, decisions for elan1 Decide and node-years for elan1 Run. Meters never double-count: a Work change that passes through Govern is counted once, and a refused action is metered at 0.4 of a governed action.
In one sentence: The one unit each layer charges for: credit, decision, governed action, node-year.
01In more detail
elan1 Work meters credits, elan1 Decide meters decisions, elan1 Govern meters governed actions and elan1 Run meters node-years. One unit per layer; never per seat or per outcome.
