L3 Proven
L3 Proven is elan1 Govern's third assurance level: evidence that remains checkable even if elan1 no longer exists. It has no date. It starts for a tenant when an outside auditor accepts that tenant's L2 Attested evidence bundle in writing, and only then does the L3 price apply.

What it means in practice
L3 asks "Does this survive the vendor?" It is a receipt that outlives the vendor.
We do not put a date on L3. It begins on an event we do not control: an outside auditor accepting an L2 bundle in writing.
