L2 Attested
L2 Attested is elan1 Govern's second assurance level. It adds an Ed25519 signature from the residency domain's key, an outside timestamp and an eight-member evidence bundle to each proof record. A free offline verifier lets an auditor, lender or insurer check the evidence without contacting elan1. L2 Attested is available.

What it means in practice
L2 asks "Can I hand this over?" From L2, each record is signed with Ed25519, Merkle roots are anchored to two RFC 3161 timestamp authorities within 15 minutes, and an eight-member evidence bundle can be checked offline on your own machine.
Signing and the free offline verifier are both available. Records written before a tenant moves to L2 stay L1, labelled L1 for good.
