Mode B (Attested advisory)

Mode B (Attested advisory) is the deployment in which elan1 is reached over MCP or HTTP and does not hold the write credential. Every write intent is still evaluated and recorded in a proof record, but because the agent's system holds the credential, elan1 advises rather than enforces. Mode A is required for enforcement.

In one sentence: elan1 over MCP or HTTP, without the credential. Every write intent is evaluated and recorded.
