Kernel
elan1 Govern's core: one write function behind KernelPort. No other product builds gates, approvals, proof or a meter.

KernelPort is the only door into elan1 Govern's kernel. It has six calls: define, assert, seal, verify, scope and refuse. Agents and products reach it directly, through the MCP server or over HTTP, and every write intent enters the Right Path through KernelPort. There is no other way to write through elan1.
In one sentence: The only door into the kernel: define, assert, seal, verify, scope, refuse.
01In more detail
KernelPort v1 has six calls. An MCP server (34 tools) and an HTTP API serve the agents you already run. The record shape and KernelPort v1 are frozen; a breaking change ships as a new version.
Layers meet in two places only — KernelPort and fusion.*/v1 — and CI fails the build anywhere else.
02Where this shows up in elan1
The seam between Work, Decide and Govern; also reached by third-party agents over MCP or HTTP.
