Allow
Govern's decision that a write may happen. Only elan1 Govern produces one; a model never does.

A write intent is a typed proposal to change a record in a system such as an ERP. AI agents and elan1 Decide may produce write intents, but only elan1 Govern can turn one into an allow. Each write intent climbs the Right Path and ends in a proof record, whether it is allowed or refused.
In one sentence: A typed proposal to change a record. Agents and Decide may produce one; only Govern turns it into an allow.
01In more detail
A write intent names the write type, the declaration it claims to fall under, the record it would change and a hash of the payload. Its identifier becomes F04 on the proof record, allowed or refused.
"A model may produce a write intent. It may never produce an allow."
02Where this shows up in elan1
The input to KernelPort; field F04 write_id on every proof record.
04Questions
Not through elan1. An agent produces a write intent, a typed proposal, and only elan1 Govern can turn it into an allow; the kernel then commits the change as the single writer. In Mode A elan1 holds the credential, so there is no direct path.
