Pack

A pack is configuration of elan1 Govern for one rule set: ledger1 for MCA requirements, invoice1 for GST and collect1 for RBI collection rules. A pack contains no code and is not a separate brand. It sets which writes are checked, which gates apply and who approves, using the same Right Path.

In one sentence: Configuration of Govern for a rule set — ledger1 (MCA), invoice1 (GST), collect1 (RBI). Never code, never a brand.

What it means in practice

elan1 owns the pack schema. A pack configures declarations and gates for a regulation; it never adds code to the kernel.

Each pack lists how its gates map onto the nine kernel gates, and carries its own verifier profile where one applies.
