A declaration is a process's rules for AI agent writes, set out in seven versioned blocks: what may change, under which gates, within which limits, and who approves. elan1 Govern checks every write intent against the declaration in force, and the version used is recorded in the proof record, so later changes to the rules never rewrite history.
In one sentence: A process's rules in seven blocks: what may change, under which gates, who approves. Versioned.
01In more detail
Every record names the declaration it was checked against, and which version was in force. Change the rules and the version moves; old records still point at the rules that applied to them.
Decide's Decision Packs compile to the same seven blocks, so there is one rule format across the layers.
02Where this shows up in elan1
Declaration Studio in elan1 Govern; fields F06 declaration_id and F07 declaration_version on every proof record.
04Questions
A declaration sets a process's rules in seven versioned blocks: what may change, under which gates, within which limits, at which autonomy level and who approves. elan1 Decide's Decision Packs compile to the same seven blocks, so there is one rule format across the layers.
The version moves. Every proof record names the declaration (F06) and the version in force (F07), so old records still point at the rules that applied to them, and a rule change never rewrites the meaning of an old record.
